Hi, I’m Chad Frost, and I began my planning career in the Town of Loomis, where I quickly learned that successful land development is about more than just permits – it’s about knowing how to get things done. I worked directly with the public, helping projects move forward through zoning, code enforcement, and land use approvals. That experience taught me the value of accuracy, responsiveness, and truly understanding the system.

At the City of Elk Grove, I managed complex projects like rezonings, CEQA reviews, conditional use permits, and design reviews – coordinating with departments, consultants, and stakeholders. I learned how to keep projects moving, even with tight timelines and competing interests.

Over the past ten years at the City of Sacramento, I’ve reviewed thousands of building applications – from residential remodels and new construction to cannabis facilities. I’ve built a reputation for offering clear guidance and keeping complex submittals on track.

Now I’ve launched Kispers, a land development consulting firm focused on making the permitting process faster, easier, and more transparent. We help clients with everything from site selection and feasibility to building permits and approvals – so they can focus on their project, not the red tape.
